Digital Africa post the pandemic: Tanzania report

After Access 2022–2023: Tanzania Report is the latest in our seven-country survey series examining the state of digital transformation across the continent.

This nationally representative survey offers critical insights into Tanzania’s digital inclusion journey in the aftermath of the COVID-19 pandemic. It provides an integrated analysis of both demand- and supply-side data, including findings from RIA’s Africa Mobile Pricing Index (RAMP) and Internet Measurement (AIM) project.

The report highlights substantial progress in mobile adoption and infrastructure development, underpinned by strong competition among operators and public investment in broadband. However, it also reveals entrenched digital divides, particularly by gender, geography, education and income. While mobile phone ownership has climbed to 74%, smartphone penetration remains low at 19%. Internet access reached 23% in 2022, but rural and low-income populations, especially women, continue to be left behind.

Key findings underscore the need for a transversal digital inclusion strategy that spans education, infrastructure, taxation, and financial inclusion. The report outlines equity-focused recommendations to ensure Tanzania’s digital transformation benefits all.
