Comment on South Africa’s Draft Digital Policy Framework

In September 2024, the South African Government’s Department of Public Service and Administration (DPSA) released the Draft Digital Government Policy Framework. The Framework sought to identify key determinants to effectively design and implement a strategic transition towards digital public services. This document was developed with the intention to inform a Digital Transformation Roadmap following its finalisation.

The proposed framework aims to leverage digital technologies in public service delivery, enhancing state operational efficiency and embedding a more digital-first approach to governance. The document focuses on issues such as leadership in ICT e-government approaches, outdated information systems, and the need for digital skills development at the state level.

Research ICT Africa’s submission on this proposal provides 20 comments on the framework, as well as 3 strategic recommendations. Key points of intervention include issues surrounding trust, data management, technical architecture and implementation, practical implementation approaches, and the importance of policy alignment.
