Research ICT Africa’s (RIA) Africa Mobile Pricing (RAMP) Index is a database comprising the lowest data and voice/SMS basket prices collected quarterly for each mobile operator in Africa. Data prices are a critical indicator for assessing policy and regulatory outcomes, including the competitiveness of markets and broader consumer welfare outcomes. Together with the Internet Measurement indicators, in the context of market analyses, it allows for a better understanding of some of the regulatory and investment cost drivers and outcomes. The demand-side data drawn from After Access Surveys enables meaningful assessment of affordability in each country where that data is available.
The RAMP Index database draws on advertised prices from individual Mobile Network operator (MNO) websites. However, there are instances where it is impossible to gather new data if the MNO’s website is not updated during the collection period. Advertised data bundles cannot be accommodated under RIA’s definitions if the organisation for Economic Corporation and Development’s (OECD) standards are not captured. RIA’s methodology does not capture post-paid data or promotions, which may be cheaper than prepaid prices. Also, a 1GB measure does not necessarily reflect how people use data. Most subscribers will opt for cheaper data alternatives such as OTT bundles, social media bundles, or a MiFi (mobile Wi-Fi hotspot device) with data offerings to maximise their discretionary income. However, the 1GB does provide a basis for comparison and is the accepted international standard measure.
