Annexure 3: Guidelines for integrated governance of DPI form part of the final Chair’s Statement (initially prepared as a Ministerial Declaration) for the Digital Economy Working Group (DEWG). Prepared by Research ICT Africa, the International Telecommunications Union, the United Nations Development Programme, the African Union Commission, Digital Impact Alliance, University College London, and the University of Cambridge, these guidelines were prepared under Priority 2: Digital Public Infrastructure (DPI) and Transformation.
The guidelines provide an approach to integrated governance, which was identified as central to the successful operationalisation of DPI systems – aligning digital infrastructure with public purpose and highlighting DPI’s role as a driver of equitable and sustainable development across society, government, and the economy. The guidelines reflect the need to enable governance arrangements that are cross-sectoral and supportive of strategic developmental outcomes. They build on and consolidate progress made on DPI during the Indian and Brazilian G20 presidencies by addressing the previously identified data governance gap.
Looking at data governance, capacity and coordination efforts, and requisite governmental policy levers, the guidelines establish the institutional and regulatory foundation necessary togovern DPI as shared, inclusive, and resilient public infrastructure. Annexure 3 supports the Chair’s Statement’s aim of enabling digital transformation by offering practical guidance to use DPI for the rollout of everything, including foundational broadband, digital ID, financial payment and data exchange systems, ensuring equitable access and interoperability across all sectors of society.
