Egypt is positioning itself as a regional leader in Artificial Intelligence (AI), driving continental policy development through its leadership in the African Working Group on AI and its role in shaping the African Union’s AI agenda. Its updated National Artificial Intelligence Strategy (2025–2030) sets out to harness AI for economic growth, innovation, and public service transformation.
This policy analysis, by Mpho Moyo and Pria Chetty, applies the Just AI Framework of Inquiry to Egypt’s strategy, exploring how principles of justice, equity, and sustainability can be more deeply embedded in the country’s AI ambitions. The Framework invites policymakers to ask not only how AI can be made fair, but how it can be governed to advance social, economic, and epistemic justice.
Through this lens, the analysis identifies critical strengths in Egypt’s approach, such as its emphasis on digital infrastructure, workforce development, and ethical AI regulation, while also highlighting areas that require greater attention. These include the integration of human rights safeguards, democratic participation, and inclusive data governance to ensure that AI-driven transformation benefits all Egyptians.
