The European Union Institute for Security Studies report on “Riding the digital wave, the impact of cybercapacity on human development” analyses cybersecurity as a way to empower individuals, communities and governments to achieve their developmental goals by reducing digital security risks stemming from access and use of Information and Communications Technologies.
Chapter V on “Capacity building as a means to counter cyber-poverty” authored by RIA researcher Enrico Calandro and Patryk Pawlak, highlights the linkages between development and cyber capacity building. The authors argue that ignoring the dimension of cybersecurity in the debate about development might result in a new type of cyber-related poverty and exclusion.
