Building on a long standing EC/AUC collaboration and drawing on the experiences of African governments, development aid agencies and other national and regional actors including the private sector, academia and civil society, the European Commission and the African Union Commission have launched a Policy and Regulatory Initiative for Digital Africa (PRIDA) project.
The overall objective of PRIDA is to foster universally accessible, affordable and effective wireless broadband across the continent to unlock possible future benefits of Internet-based services.
To this end, PRIDA is looking for a number of Non-Key Experts (NKEs) to deliver some of the outputs of the project related to the ICT policy and regulation stream of the Initiative, and would like to invite interested candidates to send an application.

Research ICT Africa conducts research on digital policy and regulation that facilitates evidence-based policy making for improved access, use and application of ICT for sustainable development in Africa and in the Global South and we are looking for a data scientist to join our team!

This is a great opportunity for an individual interested in creating a space for themselves with a dynamic and diverse team to play with the wealth of structured and unstructured real world, survey, prices, and internet measurements data to more effectively drive the public interest research to policy influence.

Key responsibilities of the job current envisaged are (but open to suggestions)

Drive individual and team research outputs from conceptualization to delivery (include data pre-processing/cleaning, data analysis/modeling, visualization, and presentation of findings).

  1. Apply (or develop if necessary) tools and pipelines to efficiently collect, clean, and prepare high volumes of data for analysis.
  2. Develop statistical models to uncover insights from mashups of real-world big data, internet measurements, survey data, and prices data.
  3. Work closely with an interdisciplinary team.
  4. Publish and present research findings at local and international conferences and forums.

Key Qualifications:

  • Experience in developing & deploying large-scale data science applications, portal development and data management.
  • Expertise in DDL, DML, DCL for manipulating, control, and analysing data from large databases.
  • Professional competence in one or more tools such as STATA, SPSS or R for statistical analysis.
  • Substantial experience working as a Data Scientist with software engineering experience will be an advantage (Python, Java)


  • Experience working with development toolsets such as Spark, Hadoop, Python, Java, Scala, Cloudera, Cassandra, Docker, Azure/AWS/Google Cloud, MYSQL, MongoDB, NOSQL
  • Understanding of cognitive analytics, data science, machine learning
  • Familiarity with SQL/NoSQL data sources and tools (R, MATLAB, Spark, SQL, NoSQL, Hadoop)
  • Experience in data visualization tools and techniques or the management of outsourced implementation of them on data projects


Minimum requirements – B.S. in related field with 3+ year’s experience applying statistical and/or data mining techniques to real social and/or business problems, while meeting required technical skills. Preferred – M.S. in Mathematics, Statistics, Economics, Computer Science, Operations Research, Applied Social Sciences or related field. Interdisciplinary/policy research experience an advantage.

Research ICT Africa conducts research on digital policy and regulation that facilitates evidence-based policy making for improved access, use and application of ICT for sustainable development in Africa and in the Global South and we are looking for a Research Manager to join our team!

Key responsibilities of the job include:

Research management and leadership (50%)

  • Lead and co-ordinate public interest research projects for evidence-based ICT policy and regulation.
  • Develop/operate effective systems for research management (including online systems)
  • Develop working relationships with Research Managers in sister networks
  • Initiate new research projects and prepare funding proposals
  • Collaborate on global research commissions, technical assistance projects and maintain relationships with donors and multilateral agencies
  • Create a learning environment for in-house researchers and country partners
  • Prepare financial and technical reports for donors

Research & Analysis (30%)

  • Undertake research to build a repository of data and analysis for evidence-based policy
  • Specifically, oversee and collaborate on nationally representative surveys in various African countries – questionnaire design, training, sampling, overseeing data gathering and fieldwork, developing ICT access and use indicators compliant with international/UN system, and undertaking analysis and modelling to identify points of policy intervention.
  • Conduct quantitative and qualitative research and analysis on selected issues.
  • Oversee researchers on supply-side analysis of policy outcomes, specifically market, competition, financial and pricing analysis.
  • Oversee curation of the supply (pricing) and demand (survey) side data portals.

Communication, networking and community building (20%)

Prepare research for:

  • publication in peer-reviewed journals and conferences
  • policy papers and policy briefs, blog posts to disseminate findings to diverse audiences at international/national levels.
  • represent RIA at global policy, academic, ICT for development, conferences, and events.

Key Qualifications:

Ph.D. (Social Sciences, Statistics, Economics, Econometrics) with minimum five years of research or survey experience OR more than 10 years of managerial, fieldwork, survey & data analysis experience.
