Dr Krishna Oolun

Independent ICT Regulatory Expert

Krishna Oolun holds an Electronic Engineering degree from the University of Mauritius, Masters and PhD degrees in Communication Engineering from the University of Manchester (UK), as well as a MBA in Information Technology Management from the University of Leicester (UK). He is a Chartered Engineer of the UK Council of Engineers and member of the IEEE Communication Society (USA).

He served as Chief Executive of the ICT Authority of Mauritius, the National Regulatory Authority between 2005 and 2015, and prior to that was a Senior Lecturer at the University of Mauritius. He was involved in drafting of the White Paper on Telecommunications in 1997 following a commitment by the Mauritian government to liberalise the sector. He then contributed to the elaboration of the National IT Strategic Plan for Mauritius in 1998, the National Spectrum Management Policy for Mauritius in 2002, the National Numbering Policy in 2003, the National Telecom Policy in 2004, and the National ICT Strategic Plan for Mauritius from 2007 to 2011. Thereafter he was project leader for the elaboration of the National Broadband Policy for Mauritius in 2012, and in that same year initiated the 4th Generation Regulation Model at the ITU GSR. He has also served as chair and panelist at several ITU and CTO meetings and symposia during his career.

His current research interest is regulatory reform modelling and he has extensive experience in Telecoms sector planning. He has over 50 international publications in the fields of Communication Engineering and ICT policy and reform, amongst others, including book chapters and reports for the ITU and GITR (INSEAD). He has consulted on ICT reforms in Ethiopia and Djibouti with the aid of COMESA-EU funding, and has supervised several doctoral dissertations in the field of ICT at the University of Leeds (UK), and acted as external examiner for MPhil and PhD degrees.

He is currently consulting as an independent ICT Regulatory expert.
