The paper “Investment models and regulatory constraints for broadband backbone roll-out in selected African countries” published in Info Vol 14 Number 4 2012 and authored by Enrico Calandro and Mpho Moyo has been chosen as a Highly Commended Award Winner at the Literati Network Awards for Excellence 2013. The paper was presented at CPRafrica 2011 in Nairobi, Kenya.
The paper draws on case studies by Lisham Adam, Vincent Bagiire, Muriuki Mureithi, Mpho Moyo and Arsène Kouadio.

Beyond the Policy Debates: ICT and the National Development Plan
The opening up of the moribund ICT policy environment by both the National Development Plan and the Department of Communications National Information Communication Technology (ICT) Colloquium needs to be sized.

Mobile Usage at the Base of the Pyramid in South Africa
With 6 billion mobile phones around the world, of which 75% in developing countries, telephones reach most corners of the African continent. Mobile phones have improved the lives of the poor. A new infoDev-led study focusing on South Africa, provide insights on how useful mobile phones are for economic and social empowerment of people living of less than $2.50 a day.
The South Africa study was carried out by Research ICT Africa and Intelecon and builds on a broader household survey of ICT usage across 12 countries in Africa funded by IDRC (Canada). The report shows that, in South Africa, even among BOP populations, some three-quarters already have phones, but usage of data applications is fairly low. The one exception here is the MXit social networking platform and there is growing use of other social media, notably Facebook Zero. But other applications, such as mobile money, do not seem to be well targeted to the poor.

SA’s Mobile Termination Rate (MTR) Debate: What the Evidence Tells Us
South Africa’s mobile termination rate (MTR) reductions of March 2011 and March 2012 have not, contrary to claims made by operators, hurt the industry or led to higher retail prices, lower investments or retrenchments. End-user prices have come down to some extent, but South Africa continues to be among the most expensive countries in Africa for prepaid mobile usage, and South Africa's MTRs are still far above the cost of an efficient operator.

In the context of the highly controversial WCIT conference starting on Dec 2 in Dubai, Dr Rohan Samarajiva, founding chairman and CEO of LIRNEasia and board member of Research ICT Africa, co-authored a policy brief with Hosuk Lee-Makiyama, director of ECIPE, on "Whither global rules for the Internet?".

RIA fellow wins policy brief competition
Congratulations to Enrico Calandro, research fellow at Research ICT Africa, for winning the policy brief competition at CPRafrica2012/CPRsouth7 conference, held in Port Louis, Maurtius in September 2012.
Enrico Calandro's policy brief was based on the paper "Internet going mobile: Internet access and usage in 11 African countries", by Enrico Calandro, Christoph Stork and Alison Gillwald.
The runner-up policy brief winner was Dr Patient Rambe for his paper "Privacy invasion and exposure in Social Media: Learning with Facebook".
The policy brief judges were Ms. Payal Malik (picture below) representing CPRsouth and Ms. Nadia Bulbulia representing CPRafrica, assisted by Dr Sujata Gamage of LIRNEasia. The competition was held for the first time and all the paper authors were asked to submit their policy briefs for the competition.

Dr. Ernest Ndukwe Joins Research ICT Africa Networks Board
Research ICT Africa has appointed Dr. Ernest Ndukwe, Chairman of Open Media Communications Limited, as a member of its Board of Directors.
In a statement by Executive Director of Research ICT Africa, Alison Gillwald, notes: “It is a privilege to welcome Ndukwe, one of the fathers of African telecoms regulation and former head of the Nigerian Communications Commission (NCC) to assist us to carry on with our mission to develop research capacity and undertake research that facilitates informed policy making and regulation for improved access, use and application of ICT for social development and economic growth”.
Ndukwe who also heads the Centre for Infrastructure Policy, Regulation and Advancement (CIPRA) at Lagos Business School, is a professional telecommunications engineer, corporate executive and public servant with over 35 years of international experience in the telecommunications industry and in corporate executive management, majority of which have been in top management positions in private multi-national companies and in government.
He is a graduate of the University of Ife and an alumnus of Lagos Business School, a Fellow of the Nigerian Society of Engineers (FNSE), Fellow of the Nigerian Institute of Management (FNIM) and Fellow of the Nigerian Academy of Engineering, FAEng. He was appointed Chief Executive Officer of the Nigerian Communications Commission (NCC), in February 2000. Under his tenure, the Commission witnessed tremendous growth and transformation, earning a reputation as a transparent and open agency that delivered on its mandate.

ICT access & usage survey 2011/12: methodology and first round high level descriptive findings
The Research ICT Africa 2011/2012 ICT access & usage survey delivers nationally representative indicators on household, individual and small business level. The survey uses national census sampling frames in co-operation with National Statistical Offices to deliver crucial data in a cost effective way.

While the 2007/8 African ICT access and usage survey demonstrated alarmingly little access to the Internet on the continent with a large-scale absence of personal computers and smart phones and compounded by the high cost of connectivity, whether fixed or mobile, the mobile phone is now the key entry point for Internet usage. This is one of the primary findings from the household and individual ICT access and usage survey conducted by Research ICT Africa in 2011/12. Other findings highlight the unevenness of Internet take up across and within countries. So while Namibia and Uganda demonstrate increased mobile Internet take up, in Tanzania and Ethiopia Internet usage remains negligible. In those countries where mobile Internet is driving connectivity this is being driven by social networking applications.
